The Statute of Real People

STATUTE OF
"ordinary people"
Art 1 - Name of 'association
1. It consists of the Association Ordinary People (the common people).
2. The Association has unlimited duration and is non-profit.
3. 'S activities of common people and relations between the partners are governed by the provisions of this statute in accordance with the requirements of the Civil Code.

Art 2 - Purposes of
1. Ordinary People has the following purposes:
- activities that seek to improve the quality of life through community initiatives and social services, cultural and entertainment aimed at all;
- provide a space where you can present their ideas and exhibit their work;
- creating new opportunities for interaction and discussion;
- Establish a positive and productive relationship with the institutions and associations of the territory;
2. Ordinary People operates both against people associated, both in relation to non-members, in keeping with local needs.

Art 3 - Activities Association
1. Ordinary people and volunteers to achieve its ends, will design, plan, organize, implement:
- events related to political, cultural, local

- partnerships with other associations in the implementation of key festivals and events in the area;
- all other activities associated with growth and development of the activities listed above.

2. Ordinary People is a crucial and predominant use of wild and free personal services of its members.

Art 4 - Admission Requirements
1. Ordinary People is open to all who are interested in the realization of institutional purposes, they share the same spirit and ideals.
2. It does not include a temporary contribution to the association.

Art 5 - Rights and duties of members
1. Ordinary People is based on the principles of democracy, equality and freedom.
2. All members are required to comply with the provisions of this statute and any rules, according to the decisions taken by bodies.
3. A member may, at any time and without charge, withdraw from the association.
4. All members have the right to participate in the activities of the Association.

Art 6 - Exclusion of socio
1. Anyone who joins the Association may be excluded where a significant breach of the obligations established by statute or for other serious reasons.
2. The exclusion is decided by the Congress with a motivated and communicated to the person. Within thirty days of receipt of the notification, the recipient may use such a measure in Congress that a final decision.

Art 7 - Economic Resources
1. Ordinary People takes the financial resources for the operation and conduct of its business by:
- fee;
- fundraising
- contributions from merchandising to be done in the proper manner or in collaboration with other associations;
- extraordinary contributions members or private individuals, donations and bequests;
- contributions and reimbursements paid by the public authorities under the Convention or credit or by way of financing projects or activities;
- contributions international organizations;
- revenue from commercial and productive activities as long as marginal under the tax laws;
- a contribution of 5 per thousand;
- movable property, movable and immovable property registered property of the Association;
- any other entry that contributes to increase the social assets, if permitted by law or regulation.
2. The amount of the fee is set by Congress.
3. The member has no right or on the share of contributions paid, or may request the refund in the event of their withdrawal or expulsion, or in the event of dissolution.
4. You may not distribute, even indirectly, profits or surplus as well as funds, reserves or capital during the life of the Association, unless the use or distribution is required by law.

Art 8 - Annual Association
1. The fiscal year begins January 1 and ends December 31 of each year.
2. Congress must draw up the budget and the balance, or assign the task to another body specified by it, as the Board of Auditors.
3. The budget and the balance must be approved by Congress each year for the month of April.
4. The financial statements must be filed with the office of the Association within 15 days prior to their approval in order to be accessed by each member.
5. The budget will be published online.

Art 9 - Organs of
1. The bodies of the Association are:
- the Speaker;
- Congress;
- the shareholders' meeting;
- any other bodies created by Congress.

Art 10 - The Spokesman
1. The Speaker is elected every three years by Congress within its members, a majority of votes. Chairs the Assembly and the Congress itself.
2. The spokesman legally represents the Association towards third parties and in court.
3. The Spokesman performs the routine on the basis of directives issued by the Congress in case of necessity and urgency can perform acts of extraordinary administration, which must be ratified by the Congress at its next meeting. The Speaker shall report to Congress about the work done.
4. Congress temporarily overrides the Speaker in every assignment whenever the latter is unable to discharge its duties.

Art 11 - The Congress
1. The Congress is on the summit of the common people, and has full decision-making on any other organ of the Association and each member:
- appoint its the Speaker;
- Discuss and approve the final budget and the budget;
- approve the general guidelines and business plans of the Association;
- discuss and approve any implementing regulations governing the life of the Association;
- or refusing applications aspiring members of 'Association.
- can eject the Association, depriving him of membership, anyone who does not establish that Congress has acted according to moral standards of ordinary people (art. 11.3), and for the same reason anyone may revoke any appointment (including the spokesman, however, with a qualified majority of two thirds), as allocated by Congress.
2. The Congress shall consist of 11 members, the mandate of which has not finished, if not for their resignation, death or expulsion voted by qualified majority of two thirds from other members. The entry of new members in Congress can happen in two ways: •
Spokesperson on the proposal of the acceptance is voted by simple majority,
• proposal of at least two thirds of the Congress is then voted on the acceptance by a majority simple.
3. A person, to join the Congress, must be in possession of evidence and events such as moral and exemplary integrity, as the first and only criterion for admission to the Congress itself should not be neither culture, nor other reason dependent on temporal power or wealth, but, unlike the other associations, political parties and movements, only the fact of being recognized by all as a good person.

Art 12 - General Meeting
1. The Assembly comprises all members of the Association.
2. The meeting is chaired by the Spokesperson of the Association or in his absence, by another person named by the Congress.
3. The Assembly can be convened only by Congress, whenever it deems it necessary.
4. Members can present motions and ask to speak at the meeting.
5. Meetings Assembly is drawn up and signed by the Congress, which must be kept at the headquarters of the Association, for free viewing to all members.

Art 13 - The Board of Auditors
1. The Congress may nominate, even among members, the members of the Board of Auditors, whose task is to verify the regularity of expenditure and revenue accounting, the keeping of books of the Association to monitor the budget and then report back seat approval.
2. The Board of Auditors consists of one to three members. The auditors shall hold office until they are lifted by Congress in this task.

Art 14 - The dissolution of the
1. The dissolution of a resolution approved unanimously by Congress.
The remaining assets of the Association shall be donated to association with similar purposes or for public purposes.

Art 15 - Discipline residual
1. For matters not covered by this statute, the rules of the law in force.
